The fate of nearly 4,200 candidates for the 280 District Development Council (DDC) seats in Jammu and Kashmir will be made public today, as counting of votes began in the morning for the eight-phased polls held for the first time in the Union Territory.
Officials in the State Election Commission said that a total of 4,181 candidates, including over 450 women, were in the fray for the 280 DDC seats.
The elections to this three-tier of the Panchayati Raj system were held for the first time in Jammu and Kashmir and were the first mass polls after the abrogation of provisions of Article 370 in August 2019.
The polling was held in eight phases, beginning November 28 and ending on December 19 as 51 per cent of the 57 lakh eligible voters exercised their franchise in the elections, which were largely peaceful.
Seven Kashmir-centric mainstream political parties, including the National Conference and the People’s Democratic Party, contested the polls in an alliance under the banner of People’s Alliance for Gupkar Declaration (PAGD) which was formed for the restoration of Article 370.
The Congress was initially a part of the PAGD but distanced itself from the alliance as the BJP targeted the opposition party for being in league with the ‘Gupkar Gang’. Although, the Congress went alone in the last seven phases, it is widely believed that its understanding with the PAGD remains intact.
The PAGD is expected to emerge as the single largest grouping at the hustings, followed by the BJP in a close second position while the Congress is expected to fill the third position.
Results Of Bandipora And Kupwara Awaited
The results of two constituencies – one each in Bandipora and Kupwara districts of north Kashmir – are still awaited as counting of votes has been deferred there till further orders, they said.
Independent Candidates Will Big In DDC Polls
Out of the 278 seats for which results have been declared by the J-K Election Commission so far, besides the PAGD and the BJP, Independent candidates have won 50, Congress has won 26, Apni Party has won 12, PDF and the National Panthers Party two each and the BSP one.
Gupkar Alliance bags 110 seats, BJP has 74
The Gupkar alliance – a grouping of seven mainstream J&K-based parties including rivals National Conference and Mehbooba Mufti’s People’s Democratic Party (PDP) – won 110 seats; the BJP has emerged as the single largest party as it won 74 seats. The Congress has won 26 seats.

People’s Alliance For Gupkar Declaration Ahead In Seat tally
The seven-party Gupkar alliance or People’s Alliance for Gupkar Declaration (PAGD), led by Farooq Abdullah is ahead in the seat tally in the maiden District Development Council (DDC) polls in Jammu and Kashmir by winning or leading in at least 112 seats out of 280, followed by the Bharatiya Janata Party (BJP), which emerged as the single largest party as it won 74 seats including three in the Kashmir valley for the first time.
The counting of votes is still going on, the results have been declared for 247 constituencies in which BJP has won 70 seats, NC with 57, independents 44, PDP 26, INC 22, JKAP 10, JKPC 6, CPI-M 5, JKPM 3, JKNPP 2, PDF and BSP one each.

PADG wins 101 seats and leading on 8 seats (NC won 60 and PDP won 26).
